Senator Sonny Angara called for the immediate review of Republic Act 10592 or the Good Conduct Time Allowance (GCTA) Law, with the end in view of amending it in order to avoid a miscarriage of justice just like what almost happened with former Calauan, Mayor Antonio Sanchez.

For someone who has been convicted of rape and murder and still continued to commit crimes while in prison, Angara noted that Sanchez should not have been considered for any reduction in his sentence.

Senator Sonny Angara welcomed the signing into law of Republic Act 11358 or the National Vision Screening Act as a vital tool for parents to catch eye problems of their children at an early age and address these while they still can.

Angara, who is the principal author of the law in the Senate, said the law will “provide parents some degree of comfort in knowing that whatever problems there are with the eyesight of their young children will be detected right away” through vision screening tests done while they are still in kindergarten.

The reduction of prison sentences is not a mathematical formula that can be computed separate and isolated from other factors that must be considered.  

It is not an estimation solely driven by the mechanical subtraction of years from the sentence. There are qualitative considerations like good behaviour or if the inmate, by his actions, had exhibited true remorse and rehabilitation.

In the first half of President Duterte’s term, tokhang was the byword in the government’s war on illegal drugs.

Now that the President is on legacy mode, the anti-illegal drugs campaign should start shifting to reform and rehabilitation.

“Naramdaman na ng mga tulak at gumagamit ng ilegal na droga ang kamay na bakal ng administration. Makaraan ng tatlong taon, sa tingin ko ay kahit paano hindi na kasing tindi ng nakaraan ang pagtutulak ng droga sa bansa,” Angara said.

Clearly, the Philippine Health Insurance Corporation (PhilHealth) has a multitude of problems that has led to this situation where we have individuals and health care providers defrauding the government of hundreds of millions in funds that should be going to Filipinos struggling to cope with their medical needs.

This is not new as what we saw during the hearing. It appears there are unscrupulous individuals within the PhilHealth who have access to the database of members and are manipulating the processing of claims for their own benefit.
