Amendments —Committee Report No. 155 on HBN 8980—An Act Appropriating Funds for the Operation of the Government of the Republic of the Philippines from January One to December Thirty-One, Two Thousand and Twenty-Four, and for other purposes (2024 General Appropriations Act) 

Karamihan—kung hindi lahat ng mga Senador—ay may iminungkahing pagbabago.  Pinakinggan namin at sinubukan mapaunlakan ang bawat hiling ng ating mga kasamahan, sa mayorya o minorya man sila napapabilang.

• Dumaan ang badyet na ito sa proseso na alinsunod sa Saligang Batas. Nagtagal nang walong araw ang mga debate. Umabot pa nga sa 4:50am yung pinakahuling araw natin. Gayunpaman, mababatid G. Presidente na patuloy pa ring humahalili ang panukala sa malawakang adhikain ng administrasyon ni Presidente Bongbong Marcos para makamit ang Bagong Pilipinas na inaasam-asam nating lahat. Handa na G. Presidente ang inyong komite para ihain sa plenaryo ang iilang amendments sa panukalang badyet para sa taong 2024, patungo sa Bagong Pilipinas.

In the new Philippines, Mr. President, we are strong and capable enough to defend our sovereignty and keep our citizens safe. This is why, through the leadership of Senate President Migz Zubiri, we are adding to the already significant augmentations made to the budgets of our national defense agencies such as the Department of National Defense and the different service branches of the Armed Forces of the Philippines. As the plenary debates have demonstrated, the Senate is prepared to lend even more support in the name of empowering ourselves to better safeguard our national security.

Augmentations to the Army, Air Force, and Navy

• Through the joint interventions of no less than SP Zubiri, and Vice Chairpersons Dela Rosa and Tolentino, more funds were included in the budgets of the Philippine Army, Air Force, Navy and the General Headquarters to purchase much-needed equipment, set-up the needed infrastructure, and conduct the necessary capability enhancements and trainings and the Philippine Coast Guard   

The Senate’s support also extends to our agencies maintaining peace and order throughout the country. 

PNP

• For instance, in the proposed 2024 budget for the Philippine National Police, significant funds shall remain for the purchase of more body cameras. These units are to promote better transparency and accountability from the men and women who are part of the 228,000-strong police force and who are directly upholding peace and order in their respective communities.  Furthermore, with the recommendations of SP Zubiri, Senior Vice Chairperson Marcos, Vice Chairperson Dela Rosa, and Senator Alan Cayetano, the PNP can expect to receive even more funds.

BFP, BJMP, NBI, PCG

• The same is true for the Bureau of Fire Protection through the support of Minority Floor Leader Pimentel and Senior Vice Chairperson Marcos, and of the Bureau of Jail Management and Penology through the intervention of Senator Alan Cayetano.  We also echoed the support offered by Senator Raffy Tulfo for the Investigation and Detection of Crimes and Other Related Activities under the National Bureau of Investigation or NBI, which will be used for the training of new agents. And then through the intervention of SP Zubiri, the Philippine Coast Guard will receive a significant augmentation for its capital outlay.

Marawi Compensation Board

• Mahalaga rin malaman ng ating mga kababayan na sa tulong ni Vice Chairperson Risa Hontiveros, mananatili ang dagdag na pondo para sa pagpapatakbo ng Marawi Compensation Board (MCB) at sa Marawi Compensation Fund. Sigurado kami na ikatutuwa rin ito ng ating kasamahan na si Senador Robinhood Padilla. 

​​​​​​​Tinataya naman sa mga darating na buwan huhupa na ang mataas na inflation o ang patuloy na pagtaas ng mga presyo ng mga bilihin tulad ng pagkain. Gayunpaman, pinaigting pa rin natin ang kakayanan ng gobyerno para siguraduhin ang ating supply pagdating sa pagkain.

Strengthening Self-Reliance towards Food Security

• Maalala G. Presidente na mismo ang bagong kalihim ng Agrikultura, si Secretary Francisco Tiu Laurel Jr., ang nagsabi na pagdating sa agrikultura, ang marching orders raw ni Presidente Bongbong Marcos ay ang palakasin ang lokal na produksyon sa pamamagitan ng modernization, mechanization, at mas pinagandang logistics. Kaakibat nito ang pagpapalawak ng irigasyon, ang pag-deliver ng binhi at pataba sa tamang panahon, ang pagkakaroon ng sapat na processing facilities, at ang pagbawas ng mga middlemen sa pagitan ng mga magsasaka at ng merkado.
• Kaya para matupad ang lahat ng ito, mananatili ang mga realignment na iminungkahi ni Vice Chairperson Cynthia Villar para sa Department of Agriculture at ang mga attached agencies nito, tulad ng dagdag na pondo bilang suporta sa  National Corn Program; sa  pagpapaigting ng pest surveillance and monitoring activities sa 16 na rehiyon ng bansa; sa pagtaguyod sa Food Safety and Philippine Good Agricultural Practices; sa pagtatag ng mga limang (5) Plant and Genetic Resources Centers and Laboratories sa ilalim ng Bureau of Plant Industry (BPI); at sa pag-implimenta ng National Stock Assessment Program  sa ilalim ng National Fisheries Research and Development Institute o NFRDI para masuportahan ang mga bagong tatag na Fisheries Management Areas. 
• Nagpasok rin tayo ng dagdag na pondo para lalong maimplimenta ang Sagip Saka Law ayon sa hiling ni Vice Chairperson at Deputy Minority Leader Risa Hontiveros. 
• Mayroon ding pagdagdag para sa Enhanced KADIWA Program, KADIWA Food hub project, at yung Young Farmers Challenge Fund-Upscale Grant ni Senior Vice Chairperson Imee Marcos.  Ganun din para sa Binhi ng Pag-asa project ni Vice Chairperson Grace Poe, yung Regional Fisheries Learning Hub ni Senator Alan Cayetano, yung Tamban Aquaculture Hatchery Production Program sa Zamboanga Peninsula sa pag-uudyok ni Vice Chairperson Francis “Tol” Tolentino, at yung pagtayo ng Greenhouse na may Hydroponic Farming Technology ni Senate President Pro Tempore at Senior Vice Chairperson Loren Legarda.

​​​​​​​Patuloy rin ang pagbibigay ng Senado sa buong sektor ng edukasyon ang pinakamataas na prayoridad pagdating sa badyet. 

Education Assistance

• Halimbawa, pinagtibay ng Senado ang pagtaas ng budget para sa school-building program ng DepEd na isinagawa ng Ehekutibo sa NEP.  Kasama din diyan ang dagdag na nirekumenda ni Senior Vice Chairperson Pia Cayetano sa ilalim ng Government Assistance at Subsidies ng DepEd para maimplimenta ang Senior High School (SHS) Voucher Program na magbibigay ng oportunidad para sa ating kabataan na pumasok ng Senior High School nang libre o nang may mas mababang gastusin. Nandiyan din ang dagdag sa Educational Service Contracting Program for Private Junior High Schools at para sa mga scholarships sa mga SUCs sa pag-uudyok ni Senate President Pro Tempore at Senior Vice Chairperson Legarda. Pati na rin ang financial assistance para sa mga nag-aaral sa mga SUCsat ang Tulong Dunong sa ilalim ng Commission on Higher Education (CHED).  
• Nandiyan din ang special provision sa ilalim ng CHED na nagsasaad na pagdating sa mga bagong grantees ng Tertiary Education Subsidies, dapat bigyan ng prayoridad ang mag-aaral na kasama sa Listahanan 2.0 ng DSWD, at mga galing sa low-income households. 
• Pagdating naman sa TESDA, sa pag-uudyok ni Majority Floor Leader at ang natatanging TESDAMAN ng bansa, si Senador Joel Villanueva, mananatili ang dagdag para sa Tulong Trabaho Fund.  Sa suporta naman nina SP Zubiri, Majority Leader Villanueva, Minority Leader Pimentel, Senior Vice Chairpersons Pia Cayetano at Imee Marcos, Vice Chairpersons Binay, Dela Rosa, Ejercito, Go, Hontiveros, at sina Senador Alan Cayetano at Raffy Tulfo, may dagdag para sa Training for Work Scholarship Program o TWSP at para sa Special Training for Employment Program o STEP. 

Promoting Safe and Conducive Learning Environments

•  To be true venues for learning and enrichment, our schools need to be safe havens for our children. Hence, through the recommendation of Deputy Minority Leader at Vice Chairperson Hontiveros, we added funds under the DepEd for a Child Protection Program. Also through the initiatives of Vice Chairperson and Basic Education Committee Chair Sherwin Gatchalian, the Learner Support Program was augmented by P50M to strengthen ongoing Mental Health Programs and Advocacies.  We are also continuing the funding for the P5,000 Cash Allowance for Teachers (formerly known as the “Chalk” allowance), which is the subject of the Kabalikat sa Pagtuturo Act primarily sponsored by Sen. Ramon “Bong” Revilla.  

School-Based Feeding

• Mahalagang banggitin din G. Presidente na mananatili ang iilang special provisions na makakatulong sa pagpapaigting ng ating sistemang pang-edukasyon.  Kasama dito ang special provision hinggil sa School-Based Feeding Program ng DepEd na magbibigay ng masustansyang pagkain sa mga mag-aaral mula Kindergarten hanggang Grade 6 na wasted, severely wasted, stunted o severely stunted, upang maenganyo silang pumasok at mag-aral. 

​​​​​​​Para sa bagong Pilipinas, makakaasa ang ating mga kababayan na sa darating na taon, handa ang gobyerno na tulungan sila sa anumang paghamon na kinakaharap nila.

AICS, SLP, TUPAD

• Kaya sa tulong nina Senate President Migz Zubiri, Senate President Pro Tempore at Senior Vice Chairperson Loren Legarda, Majority Floor Leader Joel Villanueva, Minority Floor Leader Koko Pimentel, Senior Vice Chairperson Pia Cayetano, Senior Vice Chairperson Imee Marcos, Vice Chairpersons Nancy Binay, Bato Dela Rosa, JV Ejercito, Jinggoy Estrada, Risa Hontiveros, Grace Poe, Francis “Tol” Tolentino, Mark Villar at Cynthia Villar, at sina Senador Alan Cayetano, Chiz Escudero, Lito Lapid, Ramon “Bong” Revilla, at Raffy Tulfo,  may pagdagdag sa pondo para sa mga programang tulad ng Assistance to Individuals in Crisis Situations o AICS,  at ang Sustainable Livelihood Program o SLP sa ilalim ng DSWD, o ng Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program o TUPAD at ang Government Internship Program o GIP sa ilalim ng DOLE, at marami pang iba.   

Pormal man idineklara noong nakaraang Hulyo ang katapusan ng public health emergency sa bansa, patuloy pa rin ang pagtutok ng Senado sa pagpapalakas ng ating sistemang pang-kalusugan at nutrisyon. Nais kasi natin ipakita na ang gobyerno ay mananatiling handa na preserbahin at pangalagaan ang buhay ng bawat isa. Mababatid ito sa malaking dagdag  pera sa badyet ng Department of Health o DOH.

Medical Assistance and Health Facilities Enhancement

• Kasama dito ang malaking dagdag para sa Medical Assistance to Indigent and Financially-Incapacitated Patients o MAIFIP (na may halagang P7.158B) at para sa Health Facilities Enhancement Program o HFEP para pagandahin ang mga pasilidad at kagamitan ng iba’t-ibang ospital sa bansa.  Naisama natin ito dahil sa tulong nina SP Zubiri, Senate President Pro Tempore at Senior Vice Chairperson Legarda, Minority Floor Leader Pimentel, Senior Vice Chaipersons Marcos at Pia Cayetano, Vice Chairpersons Binay, Dela Rosa, Ejercito, Estrada, Gatchalian, Go, Hontiveros, Poe, Tolentino, at Mark Villar, at sina Senador Alan Cayetano, Chiz Escudero, Lito Lapid, at Ramon “Bong” Revilla

Towards the First Lung Transplant  in the Philippines

• This representation has also taken steps to continue funding support for the Lung Center of the Philippines to conduct the first ever successful lung transplantation in the Philippines, and hopefully ramp such operations through years to become a full-fledged Lung Transplantation Program.
• Matagal na po tayong nagtatransplant ng mga kidney at liver dito sa Pilipinas.  Panahon na para palawakin pa natin lalo ang ating kakayanan sa mga organ transplants, nang sa ganun, lalo pa natin mapreserbahan at pahabain ang buhay ng ating mga kababayan. 

Proper Nutrition

• It also bears emphasizing Mr. President that the Senate is affirming steps towards ensuring that our people are afforded proper nutrition.  For instance, augmentations to the DOH were maintained so that even more mothers who are nutritionally at risk are provided support and supplements. Interestingly, this was recommended by the Second Congressional Commission on Education (EDCOM 2).
• A special provision was also retained mandating the National Nutrition Council (NNC) to administer an online tracker regarding the programs, expenditure, and general implementation of the Kalusugan at Nutrisyon ng Mag-Nanay Act (or the first 1,000 Days Act) which was co-sponsored Deputy Majority Leader and Vice Chairperson JV Ejercito, Deputy Minority Leader and Vice Chairperson Risa Hontiveros, Senate President Pro Tempore Loren Legarda, Vice Chairperson Grace Poe, Senator Bam Aquino and this representation.

Purchase of Drugs, Medicines, and Vaccines

• The amended budget proposal also retains a provision setting aside a significant amount for purchase of drugs, medicines, and vaccines, and mandating that up to 80% of these shall be allocated to provinces where disease incidence is high. 

Emergency Benefits and Allowances

• Bukod dito, maglalaan pa rin ng malaking pondo ang DOH para sa Emergency Benefits and Allowances for Healthcare and Non-Health Care Workers.

​​​​​​​Makakaasa din ang sambayanang Pilipino na tuwirang aarangkada na sa susunod na taon ang malawakang programa sa pabahay ng administrasyon ni Presidente Bongbong Marcos, lalo na’t mananatili ang dagdag na budget para sa Pabahay Para sa Pamilyang Pilipino o 4PH program ng DHSUD.

Housing

• Ayon kay Deputy Minority Leader at Vice Chairperson Risa Hontiveros noong debate sa plenaryo, yung badyet ng 2024 raw ang unang pagkakataon na may sapat na alokasyon para sa subsidiya para sa pagbayad ng interes, at iba pang financial assistance o subsidies para pati ang mga pabahay sa loob ng mga siyudad (o ang mga in-city housing) ay magiging abot-kaya para sa mas maraming pamilyang Pilipino. Inaasahan na sa kolaborasyon ng DHSUD at ng pribadong sektor magsisitayuan na ang mga pabahay na ito sa 2024.  Sa mungkahi naman ni Vice Chairperson Bong Go, may dagdag na pondo para sa Integrated Disaster Shelter Assistance Program ng DHSUD. 

​​​​​​​Hindi lamang nakatuon ang ating badyet sa paglatag ng mas maraming kalye, tulay, riles, daungan, at paliparan.   Ito’y nakatutok din sa pag-sisigurado na ligtas ang lahat ng ating mga manlalakbay at commuters.

Accessibility and Safe Pathways for All

• Kaya hindi lang natin sinigurado na may pondo para sa mga major programs at projects ng DOTr para sa Rail Transport, Land Public Transport, Aviation Infrastructure, at Maritime Infrastructure at ng DPWH para sa Asset Preservation, Network Development, Bridge, at iba pang mga convergence at special support programs nito para sa Tourism and Trade.
• Mananatili pa rin ang mga special provisions hinggil sa paglalaan ng malaking pondo para sa construction, rehabilitation, at improvement ng pasilidad para sa mga Persons with Disabilities o PWDs, ng mga nakatatanda, pati mga Gender-Responsive na palikuran. Sa mungkahi ni Majority Floor Leader Joel Villanueva, at muling pag-uudyok ng Move As One Coalition, napapaloob sa ating panukala ang mandato ng DPWH na pati sa Tourism Road Infrastructure Program at ng Road Leveraging Linkages of Industry and Trade (o ROLL IT) Program ng DPWH kailangan kasama ang mga tinatawag na Active Transport Infrastructure, tulad ng bike lanes, pedestrian walkways, at iba pang mga imprastraktura para sa kaligtasan ng mga commuter. 
• Ikatutuwa naman ni Senate President Migz Zubiri na may dagdag sa ilalim ng DOTr para sa pagbili ng airport fire truck, at pagtayo ng communications tower para sa Bukidnon Airport.  Mapapangiti din si Senador Robinhood Padilla dahil sa dagdag na pondo para sa Daet Airport sa Camarines Norte.

Special Provision on Reimbursments for Incurred Travel Expenses

• Sinuportahan din natin ang panukala ni Senator Chiz Escudero na maglagay ng special provision sa badyet ng Bureau of Immigration, para magamit ang mga immigration fees at collections nito para mareimburse nila ang mga Pilipinong pasahero na napilitan gumastos dahil na-defer ang boarding o pinigilan silang makaalis ng bansa nang walang court order. Malaking tulong ito sa mga kababayan natin na OFW na nakasalalay ang kanilang hanapbuhay sa kanilang pag-layag. 

Improved Connectivity

• Bukod sa pagdudugtong-dugtong ng ating mga kalye at tulay, tumutok din tayo sa pagpapaigting ng ating Internet Connectivity. Kaya may pagdagdag din sa badyet ng DICT na tinulak ng inyong lingkod kasama sina Vice Chairpersons Sen. Poe at Sen. Gatchalian at ng National Telecommunications Commission ayon sa hiling mismo ng ahensya.

​​​​​​​Wala ring saysay ang ating pagtutok sa imprastraktura kung hindi din natin pangalagaan ang ating kalikasan, at paigtingin ang ating kakayanan para maigpawan ang mga hamon ng climate change. 

Mainstreaming Climate Resilient Agriculture

• Agrikultura ang isa sa pinakaunang sektor na maapektuhan sa harapan ng nagbabagong klima.  Kaya po sinuportahan natin ang pagdadag sa pondo ng DA-OSEC na nirekumenda ni Minority Floor Leader Koko Pimentel para sa Mainstreaming of Climate Resilient Agriculture (CRA) in Regional Programs and Projects.

Climate Change Commission and PENCAS Implementation

• Sinegundahan din natin ang mga rekumendasyon ni Senate President Pro Tempore, Senior Vice Chairperson at UNEP Laureaute Loren Legarda para dagdagan ang pondo ng Climate Change Commission. Dagdag pa dito, naghahanda na rin tayo para sa implementasyon ng Philippine Ecosystem and Natural Capital Accounting System o PENCAS Act na pumasa sa 3rd and final reading noong nakaraang linggo. 

 

Augmentations to the DENR Budget

• Bilang pagkilala na tayo’y isang kapuluan o archipelago, sinuportahan natin ang mungkahi ni Senate President Migz Zubiri na dagdagan ang pondo ng DENR para makapagtayo sila ng mga bagong marine stations, pagandahin ang kasalukuyang marine stations, at palakasin ang pakikipagtutulungan sa mga partner marine stations.  Ito’y kasama sa mga dagdag (na may halagang P520M) na isinulong Vice Chairperson at Environment and Natural Resources Committee Chairperson Cynthia Villar sa kabuuang badyet ng DENR. 

​​​​​​​We have also affirmed our support for the government’s push towards cleaner, more stable, and renewable energy sources to power the country’s growth and development.

Offshore Wind Integration Port

• This is why on top of ensuring adequate funding for the Department of Energy’s major programs and initiatives, we have additional funds for the Energy Regulatory Commission (ERC), as recommended by Vice Chairperson Sherwin Gatchalian, steps were also taken to include special provisions on conducting a feasibility study and the eventual construction of an Offshore Wind Integration Port, as part of our bid to diversify our installed capacity to more renewable energy sources. 
• Sumunod rin kami sa hiling ni Senator Gatchalian para ipagpatuloy ang pondo sa ilalim ng UP System para sa Philippine Energy Research and Policy Institute. Pati ang nirekumenda niyang dagdag na pondo para sa pagpapatakbo ng Nuclear Energy Program Implementing Organization, at para sa Waste-to-Energy component ng Renewable Energy Development Program na siguradong ikatutuwa ni Energy Committee Chairperson Raffy Tulfo. 

​​​​​​​Maalala G. Presidente na noong tinanong ni Minority Floor Leader Koko Pimentel si Vice Chairperson Mark Villar tungkol sa badyet ng DTI, nalaman na umabot na raw sa milyun-milyong dolyares ang mga foreign investment pledges dito sa bansa na resulta ng mga biyahe ni Presidente Bongbong Marcos. Kaya patuloy rin ang suporta ng panukalang badyet para sa mga programa’t proyekto para maging mas magandang investment destination at globally competitive ang Pilipinas. 

Augmentations to DTI Budget

• Kasama na po diyan ang dagdag na pondo para sa Board of Investments o BOI para maisakatuparan nila ang pagkakaroon ng mga greenlanes para sa mga tinatawag na “strategic investments” para na rin sa pagpapalago ng mga Tatak Pinoy na serbisyo at produkto.   
• Nandiyan din ang dinagdag natin na pondo para sa Shared Service Facilities o SSFs ng DTI, na pumasa kumakailan lang sa Senado at umuusad na din sa Kamara, na siyang nagbibigay ng teknolohiyang kinakailangan ng ating mga MSMEs para gumanda ang kanilang mga produkto at makabenta sila nang mas marami sa merkado. Mananatili rin ang pondong inilalaan natin para sa pag-implementa ng Tatak Pinoy Bill na umuusad na rin sa Kamara.  May dagdag din para sa implementasyon ng Philippine Creative Industries Development Act o PCIDA, na inisponsor ni Minority Leader Koko Pimentel, alinsunod sa hiling ni Senior Vice Chairperson Imee Marcos, at para sa Pangkabuhayan sa Pagbangon at Ginhawa Program sa pag-uudyok ni Vice Chairperson Bong Go. 
• Ever the promoter of Philippine products and creativity, Senate President Pro Tempore and Senior Vice Chairperson Loren Legarda also vouched for additions to the Export and Trade Promotion Program of the Center for International Trade Expositions and Missions (CITEM). She also lodged fund increases in several agencies (National Book Development Board; the Department of Foreign Affairs; and the National Commission on Culture and the Arts) towards our participation in the 2025 Frankfurt Book Fair, where the Philippines will be the first Southeast Asian country to be recognized as Guest of Honor. 

​​​​​​​Our budget also retains its support to ongoing efforts to encourage innovation and boost our capabilities in science and technology (S&T) and research and development. 

Boosting Filipinnovation

• We reiterate that upon the suggestion of Vice Chairperson Tolentino, the Department of Science and Technology (DOST) and its attached agencies will receive a significant increase of over P1B.
• Upon the request of the National Economic and Development Authority (NEDA), a special provision was included so that a portion of the existing innovation fund shall constitute an Innovations Revolving Fund to be used for grants for innovations programs and projects under the Philppine Innovation Act. 

​​​​​​​Tuluy-tuloy din ang suporta para sa turismo, lalo na’t ayon mismo kay DOT Secretary Cristina Frasco ang sektor na ito raw ang pangalawang pinakamataas ang kontribusyon sa paglago ng ekonomiya[1] sa unang anim na buwan ng 2023.

Promoting the Philippines

• Kaya mahalaga na sa ating badyet, paiigtingin ang mga galaw para muling ihikayat ang buong mundo na pumunta at bumisita dito sa atin na alam kong iyon din ang isinusulong ng Chairperson ng Committee on Tourism at Finance Committee Vice Chairperson Nancy Binay.  Isang halimbawa nito ang special provision na taun-taon natin inilalagay sa ilalim ng Tourism Promotions Board (TPB) na naglalaan ng malaking pondo para sa Tourism Promotions Fund alinsunod sa RA 9593.
• Bukod pa dito mayroon pag-suporta sa Manila Food and Wine Festival: Tagaytay Edition na iminungkahi ni Senate President Pro Tempore at Senior Vice Chairperson Loren Legarda at dagdag pa ang para sa Market and Product Development Operations ng DOT Region X na kasama din si Senate President Zubiri.

Resounding Support for Culture and Heritage

• Naniniwala kami G. Presidente na malaki ang ambag hindi lamang sa paglago ng ating turismo, kundi sa kalinangan natin bilang isang bansa, kung preserbahin at bigyan ng angkop na pagpapahalaga ang ating kasaysayan at heritage o ang mga ipinamana ng ating mga ninuno.  Marahil, ito rin ang paniniwala ng ating mga kasamahan dito sa Senado kung kaya’t walang humadlang sa pagpasa ng badyet ng mga cultural agencies natin tulad ng National Commission on Culture and the Arts (NCCA), ang Komisyon sa Wikang Filipino (KWF), ang National Historical Commission of the Philippines (NHCP), National Library, National Archives, ang Cultural Center of the Philippines (CCP), at ang National Museum. 
• Gayunpaman, pinaigting pa rin ni Senate President Pro Tempore at Senior Vice Chairperson Loren Legarda ang pondo ng National Commission on Culture and the Arts o NCCA para sa iba’t-ibang proyekto tulad ng Likha-an, Rondalla Festival, Slow Food Festival (Cavite), sa Comics Festival, sa Schools of Living Traditions, Conduct of Cultural Mapping Activities, at marami pang iba. 

​​​​​​​Meanwhile, the drive towards more decentralized, locally driven governance shall continue under the proposed 2024 budget. 

Empowering Local Governments and Communities

• Hence, as part of the automatic appropriations included in this measure, the national tax allotment or NTA that will be afforded to our local government units (LGUs) shall amount to P871B, 6.2 percent higher than what has been allocated for this year.  Another automatic appropriation is the annual block grant to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), amounting to some P70.5B or 9.0 percent higher than what was appropriated for this year—a fact that I think our colleague Senator Robinhood Padilla would appreciate very much. We are confident that with more funds going down directly to the grassroots, government funds will be directed towards programs and projects that contribute more to the welfare and betterment of everyday citizens. 
• Sa tulong naman nina SP Zubiri, Minority Leader Pimentel, ng inyong lingkod, Senior Vice Chairpersons Pia Cayetano at Imee Marcos, Vice Chairpersons Binay, Ejercito, Estrada, Gatchalian, Go, Tolentino, Mark Villar at Cynthia Villar, at sina Senador Alan Cayetano, Lapid, at Revilla, may pagdagdag sa ilalim ng Local Government Support Fund para sa Financial Assistance to LGUs.  

​​​​​​​Patuloy rin ang suporta ng Senado para sa Department of Foreign Affairs (DFA). Maalala G. Presidente na dinagdagan pa nga ng Senado ang pondo ng DFA.

• Karapat-dapat naman ang pag-dagdag na ito, lalo na’t sa gitna ng maraming gulo, digmaan, at problemang kinakaharap ng buong daigdig, mahalaga na kaya pa rin natin itaguyod at pagtibayin ang mga magagandang relasyon sa ating mga kaibigang bansa.  
• Kaya rin natin sinuportahan ang panukala ni dating Foreign Affairs Secretary, Senator Alan Cayetano na dagdagan ang pondo ng mga embahada at consulate general ng Pilipinas sa iba’t-ibang bansa tulad ng Italy, Cambodia, United Kingdom, Bahrain, Republic of Korea, Singapore, Netherlands, at Myanmar. 

​​​​​​​Ultimately, the drive for a new Philippines needs to coincide with efforts to build a better, more transparent, and more responsive government.

Open Government Partnership

• In line with this, we have included additional funds under the Department of Budget and Management (DBM) to facilitate various Philippine-Open Government Partnership (PH-OGP) activities, such as a nationwide OGP campaign, the conduct of relevant meetings and workshops, the OGP Asia and the Pacific Regional Summit, and the holding of the Public Expenditure Management Network in Asia or PEMNA – Budget Community of Practice Conference. 
• The OGP was established in 2011 as a worldwide effort to encourage government and non-government actors to work together towards promoting transparency, accountability and greater citizen empowerment and dialogue in public affairs. The Philippines was one of the founding members of this effort and the DBM is annually the Chairperson of the OGP.
• Mr. President, since there can be no better platform for synergy and transparency than through the crafting, implementation, and monitoring of the national budget.  And that is why we have deemed it cogent to support the request of the DBM, upon the recommendation of Senate President Pro Tempore and Senior Vice Chairperson Loren Legarda, to lend as much support to this effort. 

Futures Thinking, Innovation, and Governance Reform

• We are also continuing support towards making our government personnel more adept at long-term visioning, and preparing for opportunities that the country may take advantage of in the future. Hence, upon the urging of Senior Vice Chairperson Pia Cayetano, our budget contains significant funding for Futures Thinking endeavors, including relevant workshops, training modules and research activities, in SUCs and the Development Academy of the Philippines (DAP) as well as the operation of Futures Thinking offices in key agencies such as the Department of Health (DOH) and the DILG.
• Meanwhile, upon the request of Minority Floor Leader Pimentel, we have included under the budget of the UP System, funding for the establishment of so-called Governance Reform, Innovation and Transformation Laboratories or GRIT Labs.

​​​​​​​G. Presidente, para sa badyet na ito, tayo’y nagpuyat at nag-debate nang higit sa isang linggo. Iilan sa atin nga, naubusan ng panahon para sa mahal sa buhay para tumayo at magsalita, magtanong at siyasatin nang maigi ang panukalang badyet. Inuumaga na kasi ang mga debate.  Lahat ito, para magampanan ang mandato ng Senado, ayon sa Saligang Batas.

• Mahalaga ang pambansang badyet.  Hindi lamang pondo ang pinaguusapan dito. Mga plano’t polisiya din. Minsan nga, may nabubuksan na imbestigasyon. Sa mahahabang debate, nililinaw natin kung ano nga ba ang mga hakbang na nais tahakin ng gobyerno patungo sa kaunlaran at kasaganahan.  Sa ganitong paraan, G. Presidente, pinapalooban natin sa badyet ang pangarap natin bilang isang bansa. 
• Allow me to reiterate that through the inputs and support of our colleagues in the Senate, we have come up with a proposal that still aligns with the broad goals of the Marcos administration towards transforming the Philippines into a more prosperous nation.
• We would not have achieved this without the support of the Senate leadership—Senate President Migz Zubiri, Senate President Pro Tempore Loren Legarda, Majority Floor Leader Joel Villanueva, and Minority Leader Koko Pimentel; of our Vice-Chairpersons in the Committee of Finance; and of the rest of our Senate colleagues.
